The decisions, actions and policies concealed by the basic sanitation indices in the Seridó potiguar in 2021

Abstract

Basic sanitation is understood as a set of infrastructures and actions aimed at water supply services, sanitary sewage, drainage and rainwater management and solid waste collection and management. Thus, there is a set of object systems and sanitation action systems aimed at guaranteeing this right. Each sanitation system has a particular urban coverage rate, which is the result of present and past political decisions and actions, as well as the verticalization of the National Basic Sanitation Policy and Plan on a local scale. With this in mind, the aim of this article is to analyse access to the four sanitation systems in 2021 for the inhabitants of the Seridó region of Rio Grande do Norte, paying attention to the actions of public authorities at municipal, regional and national level in order to achieve the universalization of this right. Methodologically, we used bibliographical and documentary research, as well as the technical procedure of collecting secondary data. The study revealed discrepancies in the urban coverage of sanitation systems in the Seridó region of Rio Grande do Norte and in the provision of information by municipalities to the National Sanitation Information System. The disparities in access to basic sanitation in this area in 2021 make it difficult for this social right to be universalized. However, this situation is also linked to past conceptions of the Brazilian state, which have not yet been fully overcome and are even embodied in the Seridó potiguar.

Author Biographies

Ravena Valcácer de Medeiros, Universidade Federal do Rio Grande do Norte (UFRN)

She has a Bachelor's Degree (2018) and a Master's Degree (2021) in Geography from the Federal University of Rio Grande do Norte. She is currently a PhD student in the Postgraduate Program in Geography (PPGE) at the aforementioned higher education institution. She conducts research in Urban Geography, with an emphasis on housing policies and basic sanitation.

Ione Rodrigues Diniz Morais, Universidade Federal do Rio Grande do Norte (UFRN)

Degree in Geography (1985), Master's (1998) and PhD (2004) in Social Sciences from the Federal University of Rio Grande do Norte (UFRN). She is a full professor at that institution, currently working in the Geography Department of the Center for Human Sciences, Letters and Arts (DGE-CCHLA). Since 1991 she has been involved in management, teaching, research, extension and other activities related to university teaching. In management, she has held the positions of coordinator and vice-coordinator of undergraduate and postgraduate courses, head and vice-head of department; she is currently Assistant Secretary for Distance Education at UFRN. In undergraduate teaching, she has worked on the undergraduate and/or bachelor's degree courses in Geography, Pedagogy and Tourism (face-to-face) and Public Management Technologist (distance learning); she currently works primarily on the Distance Learning Degree in Geography. In postgraduate teaching, she has worked on specialization courses, as well as the Regional Postgraduate Programme in Development and the Environment (PRODEMA) and the Postgraduate Programme in Geography (GEOCERES-Caicó Campus); she is currently involved in the Postgraduate and Research Programme in Geography (PPGe-CCHLA) and the Postgraduate Programme in Geography - Professional Master's Degree (GEOPROF-CCHLA/CERES-Caicó Campus). In research, she develops projects and supervises work at undergraduate and postgraduate level in the areas of Geography, mainly in the subfields of Urban Geography, Regional Geography, Regional Development and Geography and Health, and Geography Teaching and Technology-Mediated Education. In Extension, she acts as coordinator and collaborator of actions in the form of courses, programs, products, projects and, above all, events. She participates in local-regional, national and international events as a lecturer, speaker, round table speaker, among others, addressing topics related to the areas in which she works as a teacher-researcher. She has produced a wide range of scientific works (book chapters, articles in periodicals, papers in event proceedings and teaching materials), focusing on the areas in which she works in the field of research. Her publications include her own books and those organized or produced by a team.
