monitoring and evaluation tool for the program Compete-ES

Abstract

This study analyzes the Conecta Turismo Project as a monitoring and evaluation instrument for the Compete-ES Program, a public policy of the Government of the State of Espírito Santo aimed at strengthening business competitiveness through tax incentives. The objective is to demonstrate how the project contributes to the production, organization, and analysis of data and indicators that support public management and monitor policy outcomes. The methodology is based on the use of secondary data provided by the Brazilian National Civil Aviation Agency (ANAC), processed through the Compete Dashboard, developed by the Tourism Observatory in partnership with research institutions, enabling continuous monitoring of the number of airline seats offered by beneficiary companies. Ex ante and ex post evaluations were conducted to assess the evolution of the indicators established by the program. The results showed that Gol and LATAM exceeded the minimum seat growth target required to maintain tax incentives, while also recording increases in passenger flow and aircraft occupancy rates. The study concludes that the main contribution of the Conecta Turismo Project extends beyond monitoring indicators, establishing a strategic tool that supports evidence-based decision-making and strengthens the planning, monitoring, and evaluation of public tourism policies.
